Still talking to the disciples, who will be the first leaders of his church, Jesus gives instructions on what to do if one of them sins. He knows that his church leaders will sin, so he establishes a process for correction. If after several attempts are made the brother still refuses to listen, the church must decide if he should be removed. Two or more disciples are to pray on it, and if they are in agreement, their decision will be upheld in heaven, because Jesus is in their midst.
